Both server are domain controller and DNS server. What does it mean? Do you have a child domain or not?

The Server2 [Terminal server] is connected in the Server1 [connected in domian].

What do you mean by connect? It is just connection a network cable to a hub/switch or you join server 2 with server 1.

i'm logging into Server2 as "Server2 Administrator" ,

but the problems are

1) administrative tools local security policy are locked , administrator is not able to do any operation in the local security policy

2) i cannot add sites to trusted sites zone in Internet Explore [For relaxing security settings] , it showing you don't have previlages contact your system administrator .

3) while creating a new user , i'm getting following error message "error occured while contacting the global catalog "

i don't know what be the problem, and which user will have previlages
i think the administrator is not having the power.

and I logged into the Server2 as "Server1 Administrator" and that administrator too don't have any previlages

i want to set full power to the Server2 administrator FOR SERVER2 SYSTEM?

Whether you log on as administrator, but you should know that every domain controller has an Administrator account, but the top administrator is reside in Enterprise Admin group. Check the group membership and try to log in again.
