Edit the Hosts file so that the URL to be blocked points at your local loopback. Most (if not all) Anti-Virus and Anti-Spyware products monitor the hosts file and will warn of its change. Re-notify these products of the changes.

Windows firewall is better than nothing. There are plenty of Firewalls to choose from. For instance - Zone Alarm, and Tiny and so forth. Do a google search and compare them according to your needs.

As I referenced Anti-Virus and Anti-Spyware products, if you don't use then WAKE-UP and get them. Firewall (just the one), Anti-Virus (just the one), and Anti-Spyware (not limited to one) are ALL essential elements in your quest to a safe and secure computer system.
