I never used it directly from the web...
I always used it via Outlook... wouldn't connecting it to a mail client solve the issue?
I know this is not a "real" solution like "this deactivates that stupid behavior" but...
A pity when those things happen.

NO, THIS LONG PREDATES CAPS LOCK - EVERYTHING WAS IN CAPITALS. TELETYPES, PROGRAMMING LANGUAGES - THE LOT. If you wanted lower case, use a typewriter! (I remember the first time I saw a line printer spew out something with lower case - did a serious double-take.)
