Start by solving a subproblem by hand with a sheey of paper and a dew colored pencils.
First draw a table of peoples (21x21), then build a solution as long as there is no overlap.
Use a different color by turn (week).
in the table, fill cells where every pair of people are in same group the same week. Go as far as you can without overlap.
The way you did it is the base of your algorithm. Then when you deal with overlap, see how to minimize the number of people that were in sale group the same week.
In a group of 5, each member is pairing with 4 other people.
