I think users should have an account to post a question in any of the forums (especially the programming) because it makes communication more difficult.

True... However, anonymous posting also lowers the barrier to entry here - many of us lurked posting only occasionally to ask questions or provide answers in the time prior to our realization of the full value this site provides.
Sad as it may seem, some people (myself included) tend to pass right on by sites that require membership (even free & easy membership) for use. While there is a valid (if regretable) reason behind the restriction on downloads, CP can, and i would hope will continue to, support posting by anonymous authors. If some choose never to go beyond this and sign up, well, it's their loss.

Any possibility of making the sig-box bigger in the account settings page? It's a bit small when trying to edit HTML . The size of the bio box would be great

A tutorial is an article that provides step-by-step explanations and walk-throughs of concepts. The articles you mentioned were marked as tutorials by accident and have been corrected.

If I ban anonymous posts in the soapbox then it will mean that anonymous flameers will just go to other forums and cause havoc there. We need to Soapbox to allow people to let off steam in whichever form they desire.

...to prevent the posting of a rating for an article without an explanation of the reason for that rating. It really sucks when your given a poor rating with no explanation of why. Implementing something like this would help to give a programmer more feedback on what's good, and what needs to be improved

This has been mentioned lots of times in the past. The general conclusions are that we'd end up with reasons full of garbage rather than anything useful. People who want to leave comments will, those who just want to give low scores and not provide feedback should just be ignored.

How about we are able to get a list of who voted and what their vote was? Then you can find out who did it, spam their mailbox, find out where they live, burn down their parent's house, kidnap their cat, feed chicken bones to their dog, throw them in a deep pit, have them rub lotion on their skin until they are all prunish, then make them confess as to why they voted your article poorly.
Perhaps I just need my medication adjusted.

It would be nice to be able to attach file(s) to a post, eliminating the huge messages that result when posting some code. It would also make the site faster.
The same goes for the "send Email" feature.

I've changed the format of the 'What's New[^]' list of new articles. It's a little cleaner and includes article scores - but is it useful? Does it make it easier to follow?

I like the listing options - good job! 
One thing, though - it makes it easier for my eyes to do a "sweep-over" if each day has some kind of box around it. (Maybe have a light orange box for each day.)

Not really. The background colour is terribly white and not much
difference between visited/non-visited links. Frankly I liked
the old softer colour better. How about setting this in
'Personal Settings'.

I liked the old format better, at least the colorization. IIRC there has been an option to toggle between two display modes, hasn't there?
