That is not quite accurate.

Exhibit A: laws such as FATCA, which have implications for financial organisations outside the U.S.
Exhibit B: attempts by the U.S. to force Microsoft (and others, presumably) to divulge data stored outside the U.S., without going through the courts in those countries.

I'm certain others can think of quite a few more exhibits.

The U.S. acts like a 900-pound gorilla whenever it thinks it can get away with it, but is quick to cry foul whenever another country tries the same.
If you have an important point to make, don't try to be subtle or clever. Use a pile driver. Hit the point once. Then come back and hit it again. Then hit it a third time - a tremendous whack.
