That's probably not a bad idea. In fact, it's the route I took just a month ago when I upgraded the HDD in my main development system. Originally, I had intended to stick with a fresh install of 7, but decided to give it a go (upgrade to 10) before installing anything else. The first time I screwed up by not activating 7 first. After that, it went flawless.

That said, I spent at least a week troubleshooting installers for older software tools that I use, some of which simply would not work and required paid upgrades. (Installshield for example) A month later, and after much customization, I really like it. It hasn't crashed on me yet! Smile | :)
