Posting comments on an article's forum is not the same as reporting an article (the latter done by clicking on the red flag at the top of the article). In fact, answering posts made on an article's forum is solely done at the author's discretion. If he doesn't want to answer, there's no rule that says he has to. Similarly, there's no rule that says the author has to update his article, even when problems are reported. Finally, if you notice that the last post the author made (in 2008) was the same year the article was published, then the reasonable conclusion is that the author won't be answering posts anymore.
In any case, unless the article has violated one of the site no-no's, the CP editors aren't responsible for its contents, and won't take action. You, on the other hand, may request the CP editors to declare the article as "abandoned", take ownership yourself, and fix the mistakes, and post the update. Or you can just make the changes and post the update as a new article, referring to the old article.
To sum up, what you are complaining about is neither a site bug nor a suggestion that will be acted upon (the CP editors cannot force anyone to update their article). Therefore, your post in this forum is itself inappropriate.
Please remove this post. If you want to follow up, take action as I noted above.

I am sorry I didn't mention that I reported the article, selected the reason as others and provided proper comments there.

I do realise that the last message by the author was made in 2008. I also understand that changes will be made by an author on his discretion and that's why I reported the article.

CP is a community, not just a place to post articles. It's important to understand what the CP editors can do for us, and what we must do ourselves. Only in very rare situations will the CP editors substantially modify the contents of an article. This is normal and expected; how can we expect them to understand every topic in sufficient detail to evaluate what you're saying?
Reporting an article has nothing to do with technical mistakes. In fact, if you hover over the red flag, you will see the tip "Report this article as inappropriate". That's not the case here, and it's no wonder why the CP editors didn't act on your report. "Inappropriate" in the context of an article means that it's total crap; that it's been plagiarized; or that it is offensive in some way. If the article is none of these, then you shouldn't click the report button.

That's a very valid point but I feel the issues with the content there was explained very well with MSDN links to the correct information.

I am sorry but I don't agree with that. If there is an incorrect information in an article, that must be first reported to the author and if he/she doesn't correct it I feel it shoud be reported to the editor with comprehensive details and references.
I also must tell you that I have already asked couple of mentors (whom I know personally) to modify it but they do not have the sufficient rights to do it.

I would suggest that's a good reason to ignore the article. If every article that needs some suggested changes gets reported to the editors they will have to employ a lot more of them.
Post a question or suggestion in the article's forum, if the author does not respond then forget about it, it probably will not happen.

It's happened to me before: annoy some small minded, lazy "programmer" and they spend their time seeking out your messages and down voting them. Live with it - I did - they get bored after a while and go away. The important thing is not to react (or not to be seen to react). If they know it annoys you, they will just carry on.
Ignore it, it's not as if rep points are money, and they can't do significant damage to your rep!

I know they have tried this in the past - I had to enter my reason on a number of occasions - and I don't really think it would help. Probably, it would just increase the number of sock puppet accounts. While I tend to give a reason myself when I do it (and it's pretty rare for me anyway) the idiots would only care if they gave a monkeys about their own rep. Generally, they don't.
To be honest, I suspect that being downvoted on a sensible answer can actually increase your rep in the long term. The big-hitters positive vote to counter the idiot downvotes generally outweighs the negative points by an order of magnitude!

In the long term, the only solution that will completely eliminate the problem is to eliminate downvoting. If only upvoting was allowed, the immature members who like to downvote would go elsewhere for their kicks. We don't want them here. You will find in this forum many, many members who complain about being downvoted. Downvoting is a constant source of bad feelings, anger, and desire to "get even". There's no good reason to have downvoting, either. A positive upvote (or no vote) tells you all you need to know.

I actual disagree with that. I have downvoted answers such as "make the textbox public in order to share it between two forms" - with appropriate comments. I feel that the downvote emphasises to the OP that this is a spectacularly stupid idea, and hopeful discourages the "professional" who made the suggestion from doing it again. Just upvotes, or no votes, does not do that, unless you are quite abusive to the "professional" - which is unfair too.

Unfortunately, for every reasonable use of a downvote - such as the one you described - there are many, many, many more downvotes by immature people people who leave no feedback and only want to cause mischief. CP cannot screen out these idiots, so the best solution is to take their toys away. Whatever positive benefit that downvoting provides is not worth driving away novice members who don't understand that it's not the site that is speaking, but only a few malicious members.

I realize that downvoting posts which one doesn't like yields a certain perverse pleasure, as if one was administering the lash of justice to an ignoramus. But don't you think we - the CP community - can do better? Don't you think the OP deserves better than to be told "Ignore it"? I do, and I would like to see the problem eliminated. Especially - as in this case - where downvoting causes so many problems, and has no positive effect (except the one I mentioned in the first sentence).
But I would like to hear from you, how your downvotes have corrected a wayward programmer leaning toward bad logic and nasty syntax. Which of your downvotes has steered a potential miscreant away from the path of goto's? How many reformed programmers have emailed to thank you for the corrective downvote which turned their lives around? I'm sure you won't bother to look, because we both know there have been none. Such is the legacy of downvoting - bitterness, anger, resentment, and confusion. Nothing positive, only negative.
Downvoting doesn't belong in this community.

It's not a case of not bother: with 5336 messages to my name, and 818 Q&A answers, and 493 comments I don't have the time! I would have to examine each one, and there is no way I can justify that kind of activity just to prove a point!

Very interesting, Hans. I would tweak your idea a bit. Leave the current voting system in place but remove the negative votes, say 1-vote = 0. This way one can show disagreement with some grossly wrong answer while keeping univoters in check. All 1-vote means is, I disagree with you. I am sure this will bring some harmony
a) it will keep the tool for univoters
b) the damage inflicted by univoters is elliminated
c) gives members a voice for disagreement with particular view/opinion
thus this will bring about your idea without completely getting rid of downvoting.

Unfortunately, I cannot agree with your suggestion. All it would do is shift the dreaded 1 vote to a dreaded 2 vote. To completely eradicate this problem and all its consequences, we need to eliminate everything except a single up-vote.
