I wouldn't. There are times when it's nice to be able to tell someone you didn't: like/agree with/approve of his message without necessarily considering it a site-abusive post and wanting it removed.
Even more importantly, it's nice to be able to high-five someone when they have said something brilliant.

Ah I love it, the article writer used CP in the graphic and there is it right in your face. Interestingly my net nazi blocks the china site but not the RU one!
Yes Chris should be given the opportunity to nail these guys, I just wanted to check if the writer had published on multiple sites.

That's easy. Choosing where to draw the line isn't.
We can't just say "We'll only send 10,000 emails an hour, first in, best dressed".
There are options, though, such as saying you only get an email if you've visited that forum in the last N months.
Or I could sell a kidney and just buy a bunch of servers and some serious bandwidth. At least that wouldn't require as much debugging.

Just include a different token in each individual mail, and request the token be returned before you send the next mail. That will dramatically reduce the workload.

One thing that is a possibility, is only sending out an email for forum posts that have not had any responses in a certain period of time. However, this might also mean the posts could possibly be from forum spammers.
