Microsoft Visual SourSafe (VSS) is a tool used to store the project related files and folders. It provides a easy way for team-coordination and It's a kind of Database that keeps the files and maintains the history of all the changes. Your project can be added to the Source-Safe and You can set a working folder in your local system and team members can download the project from the VSS to their system. when they do this, team members are connected to the VSS and all will be working on the copies of file that resides in the VSS. When you want to make changes to the existing file, you can check-out the file from the VSS and after modifying you can check-in the changes to the VSS. You can also add new files to your project(If you have permission/right's to add) which can be checked-in to the VSS. Same way all the user's in the team will be connected to the VSS and working with the VSS copy of Project. All of them can get the latestest version from the VSS to their Workign folder. So all the team members will have the currently updated version of the project files.

VSS is the microsoft's tool for Source-code management.There are many other tools available for the same.
