Solution 1

Your two options are to spend time creating your own controls, and have them draw themselves in a non standard way, or to buy a library that does it for you. WPF is another great option for cool UI, but a bit late for that now.

If you are making it web based, I would also suggest you to consider Microsoft Silverlight.
