You can disable it with
TouchPanelDisable[
^] - but AFAIK there is no way to reenable it, short of a warm restart. There is a
TouchPanelEnable[
^] routine, but that requires the callback address of the handler, which if vendor specific, and you can't get...
It may be possible to do it via a message filter, but I haven;t tried it, so you are on your own!
Why do you want to cripple the device?
