I'm running W10-1909 ans 2004. On both XPS viewer is still available.
It does not solve my Problem, but it answers my question

Um ... I'm running 2004, and XPS viewer is still there. A quick search via the WIN key and the app appears. It opens XPS files, and double clicking on 'em opens 'em as well.

Weird... look my answer below.
There are a lot of links in a quick search saying that MS retired it. That's why I wrote my rant.

I read again your post more carefully. Now it seems to be your company's policies which restrict you from using XPS viewer. So why to blame MS for this

Because when I couldn't open them I did a quick search XPS in Windows 10 and I got a lot of links saying that it was removed.

Made a new VM with W10/2004 before some hours (only because of your post, took at least one hour  ) and had no problem to add XPS viewer

Well, as I said, I didn't found it in the PC and several places saying Microsoft had taken it away...

Just a coincidence... but when I saw your puzzle I thought of the old tulip device driver written by Donald Becker[^] back when he was working at the Goddard space flight center. At one time it was the most used ethernet device driver in the world. At one point SMC, Linksys, D-Link, US Robotics and dozens of other manufacturers were all using the DEC 'Tulip' chipset. After that I would say that the rtl8139 became the dominate consumer chipset for a number of years.
