using (StreamWriter writer = new StreamWriter(deskDir + "\\" + linkName + ".url"))

writer.WriteLine("[InternetShortcut]");
writer.WriteLine("URL=" + linkUrl);
writer.Flush();
}
}

I found this on the web. deskDir is the folder to which you need to write a shortcut to your program.
