Adding notification shortcuts in 4.1.2 Android

I am using windows 8.1, vs2013. I am trying to add a notifcation shortcut to the notifications menu like this screenshot here:

Shortcuts apear as the bpi red icon and so forth. I have found what could be used, such as notification.builder, however I cannot take advantage of this method in vs2013.
