Is it okay to uninstall DB2 and then reinstall it again?

Like the uninstallation of SQL server does create a problem of residual files does this problem exist with DB2 also?

Ok. So here is the raw fact:

1.The DB2 services are frozen and are not allowing me to start or stop them. And my analysis is because of wrong user id and password.

How can i say this?
I am a services developer. While trying to hit database the following is the message that i am getting:

Insert
Type:INTEGER:5
Text:CHARACTER:[IBM][CLI Driver] SQL30082N Security processing failed with reason "24" ("USERNAME AND/OR PASSWORD INVALID"). SQLSTATE=08001
