How to write proper data to file.

I have a data (This is a <TestMe>) in the database. Need to write to the file.
After using html_entity_decode() i could get proper value seen in the UI but when i write to file it is written as (This is a & lt ;TestMe & gt ; ).
Deliberately to type this question i have put space to show html entities.

any API in PHP which will capture the proper text.

Let me tell you: a format of CodeProject question is also HTML. If you knew HTML, you could easily type HTML sample not using artificial spaces, the correct way: < &gt, '<', '>', and so on. If you have problem with it, how can you do PHP programming? Learn it all, which is easy, and then learn programming. Let me also ask you: okay, you screwed up something, not a big deal, but how can we see where your bug is? Due to today's snow, my access to your hard drive is somewhat limited...
