That if there is already an existing website and i want to make it responsive.So, do i need to develop it from the scratch or there is any other way????

The question makes very, very little sense. Isn't it apparent that "from scratch", "almost from scratch", "not from scratch but by applying a set of transformations" and the like are the options which depend on many factors, first of all: 1) the value of original design; 2) the current step of the development; 3) quality of existing content; 4) the goals of design/redesign and requirements; 5) available tools; 6) your own skills; 7) your own views and working habits; 8) and a lot more?

ok to make it clear......Is there any way to "convert" a HTML and CSS based website into a responsive website???

It's not about a way... There is no such notion as "convert". (Don't pay attention for the names of the posts referenced in Solution 2; they are just titles somebody created.) You have "bad" site in input, want to get "good" one on output, that's all that matter. Do you mean: is there the automated way? Do you understand why the 2nd principle of thermodynamics works? This is pretty much the same. Got an idea?
