Solution 1

Publish your project then upload on server and configure it in IIS.
Convert that project to application in IIS.

Uploading dosen't mean you have hosted your site over the web server and you will be able to browse the site.

For doing so you first need to configure your site(Published code/Source code) in the IIS of the web server. Then for any change or amendments you can do it locally and upload it to the server via FTP.

This is what a general process assuming that the site is not hosted over there on the server.

Or

If the site hosted and you are just uploading via FTP then you are doing some mistake while selecting the folder or something.
