It depends on what you want to control with such a control panel.
How to create? By doing appropriate software engineering work. If you have any questions on that, we will gladly answer.
If you think that a tutorial can be "video or pdf", it looks like you are not used to reading tutorials. It's time to start.
Only don't waste your time on looking for a tutorial on this topic; look for tutorial on technology, not applications.
