What do you mean by a "web robot". You first need to specify what you want your program to do.

If you really mean this kind of web bot[^] then you have to build a program that:

Monitors a lot of places on the web.
Statistically analyze the huge amount of collected data.
Ignore the previous steps and makes its predictions based on the random number generator output.
