does Google Location Service needs a Key?

Has any one used here the googlelocationservice class before. I would like to know do we need apikey to work with the class. ??

According to the following doc

They say we don't need api key to work with location service but under this case how would the Google identifies the usage of their service by our services.. ??

Maps Usage Limits [^]

The service is free up to a usage limit. When you exceed that limit, Google will contact you to purchase a Business API Client ID[^] and bill you based on usage.

How do they track you? Probably based on referrer URL...

Ok.. Thanks.. I m not sure how they track either they could use the server Ip address or the we site URL.. But anyway thanks.
