Create a program to email a message to people

I need to create a program that will allow me to click on a button to send an email using outlook. It is a basic email that says "ALL DONE" Can someone help me with the code? I don't remember how to use 2012? Or can someone point me in the right direction?

Does it have to be Outlook? Can you just send through SMTP? Do you have an SMTP server? Could it be as simple as using a mailto link?
