increment in database values after specific period of time

Hello everyone,
I am developing application in which i want to increment database values after a period of time,e.g. at end of the year,database values should be updated automatically.My question is how to do this programatically?

I'd create a job on the database that would increment this number based on time.

can you please elaborate how to use this as i have never used it before...i just want my values updated in database at December 31st....i mean at end of the year...
