Why won't CodeProject AI server start?

I upgraded to 2.5.6 today. Server refuses to start. Windows 10 Pro throws a 1023 error and Blue Iris 5 throws a 258 (path) error.

What I have tried:

Windows Event Viewer indicated that the dot net was not installed and recommended an install. I did that. No luck. Some members have recounted a missing modulesettings.json file. I grabbed one from another installation and copied it the problematic one. No joy.
