I need to solve this question in the form of a summons from Class.

What I have tried:

Sorry I don't know whether you are translating from your own language, but I do not understand what that means. Creating a class is quite simple:

class NegOrPos{
private:
    int number;
public:
    NegOrPos(int value)
    {
        number = value;
    }
    bool type()
    {
        return number < 0; // true if negative
    }
};

I am still unsure exactly what you are trying to do here, but the following is a simple solution.

class PosOrNeg
{
public:
    static bool negative(int num)
    {
        return num < 0;
    }
};

    cout << PosOrNeg::negative(20) << endl;
    cout << PosOrNeg::negative(-20) << endl;

You just need to modify the function so instead of returning a boolean value, it displays the message that you want.

A scope resolution operator can't check if a number is positive or negative, but it could be used to invoke a function in another namespace that does check the number.

your question is totally unclear and you should start with some Learn C++ tutorial to start developing the code.

At first you need some input and output, and some functions which doing the check like:

  cout << "number is negative";
}
