Failed to install mysql server using mysqlinstallerconsole

hi,
i try to install MySQL Server 8.0.18 in windows 7 or windows 10 using advanced installer, i used the mysql-installer-community-8.0.18, and this custom action (using MySQLInstallerConsole.exe)

community install server;8.0.18:*:servertype=Server;Port=3309;ServiceName=MySQLVV -silent

but noticed two things:
1- MySQL Server doesn't installed.
2- MySQL Installer for Windows was installed but C:\ProgramData\MySQL\MySQL Installer for Windows folder doesn't contain MySQLInstallerConsole.exe

What I have tried:

I tried the same configuration and environment with MySQL 5.7.21 and it work.
also I tried to install MySQL Server 8.0.18 using MySQL Installer interface and it installed but failed to run the service issue appeared ( i checked the service and i found that it started and work)
