Is it possible to set up a windows installer to install IIS if it isn't already installed?

first you have to check if u can install iis on your o.s. (ex- cannot be installer on windows7 home basic)
If iis can be installed then, you have to go to 'add or remove programs' then click 'add/ remove windows components' and select IIS. it will ask you to insert windows disc and after a small process you will be able to install iis.

Thanks for the update, but actually I was wondering about the possibility of installing the IIS component automatically as part of say for example an Installshield Installation.

you can, but u have to download that installer from microsoft's site.
