measurement of latency and jitter for wimax

hello,

I am using USB dongle Wimax connection to internet (using wimax internet provider) and I am using Skype as VOIP application . I need to measure the latency , jitter and packet loss when I am using Skype using Matlab or C# . I can say end to end wimax qos. any help please
