iam getting above error when i try to download excel file from the sharepoint list.

Sounds like the message is saying that you have scripts blocked on the machine you are trying to download from.

Do what it tells you. In your browser options, enable javascript.

if we enable scripts in browser. the application will become too slow. and i guess this is not right solution
