Sometime *.htc file is not refreshed in IE8 in secure mode SSL (https)

I am facing a wired problem , i added a *.htc (HTML Component File) to create some custom events and its handler. Sometime IE8 doesnot download this file and generates the error message saying that "Object doesn't support this property or method" from JavaScript where these events are being consumed, So as a workaround i have to do a complete refresh (CTR + F5) of a page or i have to upgrade my IE 8 to version IE 9. This is happening only when we running this in https (secure mode)

Please suggest how to make this thing work in IE8 too, my customer is not willing to upgrade to IE9.
