TFS assign to feild when to change and state when to change and who eill change the the state

hi all

i have lot of problems

1) im using tfs 2010 cmmi templete

problem is that

when to change the state of task and who is responsible for the state change

like example

a tester will open a bug and assigned it to his team member after thet team member solve it and he will reassign to the tester how open a bug...... but that is the case of bug....

what to do in requirements

how the assigment is running in it......

if i assign the requirement to my team member then what should he do after review it?

it will assign it to me back? or he will just close the requirement or he will assign it to other???

plz help me

plz send me the work flow of assignment herrirchi....
