Insert data to specific location in database

Dear All,
I have a table(financial year table).I want my database table to be static.Whatever changes i make in frontend, the same should update in appropriate field in backend.
eg.
I have 10 rows. i enter details in 4th row.(in jsp page).next when make changes in the dat entered and agin submit the same data is not getting updated whereas the new data gets updated somewhere else.
kindly help
