How to import ipsec policy in c#

Hi I m developing a windows application where i have three buttons: import, block and unblock and one textbox. import button is used to select the IPSEC Policy Files(.ipsec) files, block button is for policy assigned and unblock button is for policy unassigned.

How could i code for importing the ipsec file in ipsec policy console and after importing i want that policy assigned to YES when clicking on block button.

Any Plz suugest me how to code for this.
