How to make web application cross browser compatible.. It should display same design on different browsers?

Making it looking 100% identical is nearly impossible. This is just a fact of nature: considerable differences in different layout engines and limited accuracy in support of the standards. I would suggest you should not pursue this exact goal. Instead, you should try to make your design clear and recognizable despite of some visible differences in layout. One of the ways to approach this more realistic goal is to keep design relatively simple.

After all, main thing is the Web design is the focus on content, its readability, clarity and convenience of navigation. All decoration should be avoided. The strict principles of design tell us: you have no rights to draw even a tiny line or color gradation if it does not carry some clear meaning in terms of content.
