Every class having a public constructor can be instantiated, and instantiated outside or inside of the assembly where this class is declared. In your case, this is the constructor http://msdn.microsoft.com/en-us/library/8cd9h244.aspx[^].

We have no idea what are you trying to do, why and what's your problem and your purpose, so that's all for now. If this is not helpful, you can only blame yourself — you need to think about your questions thoroughly.
