I am developing my first ASP.Net website, is there a methodology or structured way to developed content management system?

If you are asking a basic question like this, I'm curious what do you mean by "I am developing"? This form if English verb is called "Present Continues Tense" :-)

Pardon my writing, english is my second language after all, I admit that's a very general questions to ask, allow me to paraphrase, what is the best approach in developing a content management system for asp.net, does it have to be a complete application that can be integrated to the site or a build in mechanism where site admin access the website and do the content work? I know about DotNetNuke, an opinion from code project expert is appreciated.
