I want to know if there is any website where we can create Free Membership Account and create .Net projects based on supporting languages e.g. C#.

Solution 1

1) Why do you call it "management" in the title. A misprint?

2) Why would you ever need it?

Here is my advice: use Visual Studio Express — it's free of charge. Will easily beat the Web tool you wanted.
