I Want To "Disable System lock Without Change In Registry"

No, it's not urgent. You're not paying for support so don't expect people to jump all over your question.

You cannot trap Ctrl-Alt-Del. There is no way to disable locking the system without changing the registry, either directly or through Group Policy.

Sounds like a hack attempt. Why would you want to do this other than to get around the security of the system? Further, what makes you think you can do something like this without changing SOMETHING in the system?

If you mean Ctrl+Alt+Delete, this key combination is totally protected by OS from capturing (by apparent safety reasons). You cannot even get notification message from this key press.

Chances are, what you need is Kiosk Mode instead. Please see:
