->I want make this programmatically.

You don't have to write an app for that: Create a shortcut to your application (it can be in the same directory even) and right click it. Select "properties" from the menu, and then the "Shortcut" tab. Near the bottom is the "Shortcut Key" combination which will activate it. Apply, OK, and you are done.
