user profile service application in sharepoint 2010

Hi all
I am not able to make a new user profile service application in sharepoint 2010.

Actually i want to add MY SITE and add outlool web app feature in my site collections but for that its giving error NO USER PROFILE APPLICATION AVAILABLE TO SERVICE THIS REQUEST, CONTACT YOUR FARM ADMINISTRATOR.

and when i am trying make a new user profile service application through central administration ->application management ->manage service application -> new -> user profile service application , its service not started(showing-> starting). please guide how to start it.
