Access services export to excel - requires admin?

I have created an access webDatabase and published it via access services to sharepoint 2010.

It appears that only users who have local admin privileges, via the sharepopint developer role or directly granted. It does not make sense that a user should need such elevated privs to export an access report.

Does anyone know what specific privileges are needed to use the access export functionality without granting local admin rights?
