What are the alternative free tools for swagger to generate help pages?

I am trying to create help pages in .net core web api in visual studio code with out using swagger.how to implement tools in web api in visual studio code.

What I have tried:

i tried apidoc and apiblueprint but it doesn't work

But apart from NSWAG I think there is not much choice for .NET Core.
