Can the members inside a email disribution list be updated automatically, using csv file as input ?

I have an email distribution list ,
next, I want to add members to this distribution list using csv file as input.
note :- the csv file contains users email ID's

please explain and suggest, how this can be made possible ?

What I have tried:

I am not sure, if this needs to be done via SMTP

can I query directly from application database and update the outlook distribution list ?

It all depends on what email system you are using.

a normal exchange mail server and AD for email Distribution list
