Split PDF on content NOT on same position

Hi I have big PDFs. NOT all pages are in same format. I want to cut them in many. There are many pdf cutters.
Next I want to cut them based on content so that all pages that have SAME content will form one pdf. A-PDF does this job, however, NOT all pages in my PDF are similar format.
Ex: I want to split PDF on the basis of County name. But the county name is NOT specified on the same position in every page of PDF.

I hope I made myself clear here. Is there any ready solution for this available?

What I have tried:

I have tried A-PDF, New-PDF, PDFcutter for cutting my main PDF. They do the job but not exactly what I want.
