Check presence of Exe

I have to access a application via VPN server through internet explorer.
I want that when a user accesses the application via internet explorer then if the .exe file of the application is already present in the computer(host) then that .exe file should run else .exe should be downloaded.
IS this solution feasible???

I'm not sure if it's what your looking for, but maybe you should research ClickOnce Deployment.
