If my server is down javascript from the server still working?

Amazing question. Didn't you read that JavaScript is hosted in a browser?

The only case when JavaScript could do something different depending on whether the server is up or not is when it sends some HTTP request, which happens on Ajax call, reload, navigate…

i mean javascript plugin in webage still working if server is down. Sorry for my bad english.

No problem with your English; I understood you. What's the difference, plug-in or not plug-in? it's still JavaScript. You really need to learn what Web does, what happens on server side and client side and in what order, how HTTPS works.
