Workflow for Documents Management System

Hi All,

We need to build our Documents Management System to remove paper from our work.
My question is what is the best workflow engine and simple one to use it in this Software.

Or you recommend us to develop our Workflow Engine.

Please let me know your suggestions and give me any other resources or materials about workflow and international standards for it if you can.
