How Can I edit in umbraco.config

Hi,
I get task to edit link href in a website
but I found it in umbraco.config file
I have no experience in umbraco

<leftPaneContents><![CDATA[<p><br /><br /> <a href="www.google.com"><img src="/media/1014/blank.png" width="100%" height="280" src="/media/1014/blank.png" alt="Blank"/></a></p></leftPaneContents>

when I change href, it's never changed when I click the link
it changes in file but link go to previous href
any help ?

need to see html page (at least short version).
What is the timing frame of html display, config change.
