Any company that undercuts the "official" price set by the manufacturer is suspect.
It is well-known that MS has different pricing for Office in different countries; were it not that way, I doubt people in some poorer countries could afford Office. What they could be doing is purchasing licenses in a "cheap" country, and reselling them in a more "expensive" country.
It is probably legal. There is a good chance that this violates MS's licensing agreement, but is impossible to enforce - are they really going to cancel the license of someone who moves from a "cheap" country to an "expensive" country?

OK, long version:
Assuming my theory is correct, the company bought a legal license in the "cheap" country. If they had resold it in the "cheap" country, it would almost certainly have been legal - software licenses are typically transferrable. The question arises only when they sell the license to someone in an "expensive" country - does the fact that the license price in the "expensive" country is higher invalidate the license transfer?
I would argue that the license transfer is legal, because the license is not tied to a particular country. If a person, living in a "cheap" country, emigrates to an "expensive" country, the licenses to their software do not expire. Why, then, should a transfer of license across borders invalidate the license?
This is a matter for the civil Courts, and the answer may not be what either of us think.

I just read the EULA for Home & Student edition 2019 (https://www.microsoft.com/en-us/Useterms/Retail/Office/2019HomeandStudent/Useterms_Retail_Office_2019HomeandStudent_English.htm)
Quote: 3. Transfer to a Third Party. The provisions of this section do not apply if you acquired the software in the European Economic Area (EEA) and only transfer it to another person or entity within the EEA, in which case any transfer of the software and the right to use it must comply with applicable law.
a.Software preinstalled on device. If you acquired the software preinstalled on a device, you may transfer the software directly to another user, only with the licensed device. The transfer must include the software and, if provided with the device, an authentic Office label including the product key. Before any permitted transfer, the other party must agree that this agreement applies to the transfer and use of the software.
b.Stand-alone software acquired from a retailer.If you acquired the software from a retailer as stand-alone software, you may transfer the software to another device that belongs to you, but not more than one time every 90 days (except due to hardware failure, in which case you may transfer sooner). If you transfer the software to another device, that other device becomes the “licensed device.” You may also transfer the software to a device owned by someone else if (i) you are the first licensed user of the software and (ii) the new user agrees to the terms of this agreement. Every time you transfer the software to a new device, you must remove the software from the prior device. You may not transfer the software to share licenses between devices.
Outside the EEA:
If the seller is a "retailer", then you are the first licensed user and section 3(b) appears to apply. If the seller is the "first licensee", section 3(b) still applies. The only mention of geographical areas in the license is in regard to certain extra rights / limitations (sections 12-14), and they do not mention transfers.
Inside the EEA (==EU + Iceland, Lichtenstein, and Norway):
Section 3 doesn't apply, but I strongly doubt that local law forbids you to license software from abroad.
